National Government Department: Investigated the allegation of B-BBEE fronting involving a contractor of the Department. We investigated the shareholding and managerial structure of the contractor in terms of the contract entered into by the shareholders and the undertakings to the Department. The shareholding of the contractor involved a complex shareholding structure, with more than 10 entities, and the shareholding and managerial structure of each entity had to be investigated separately. We established that there was fronting and the Department is deciding on what action to take.
