Overview
Clinton works on a wide range of regulatory matters including assisting in providing advice on the interpretation and application of statutes, High Court review applications in respect of decisions on regulatory matters and general commercial advice.
Clinton also has experience in general and commercial litigation and public procurement law, servicing clients both in the public and private sector. He also has experience in conducting investigations into diverse matters relating to the exercise of power by public entities and firms in regulated sectors.

A selection of Clinton’s experience prior to joining Bowmans
- Assisted in advising various state-owned entities and regulatory bodies to successfully review and set aside own decisions and defend review applications.
- Assisted in providing advise to one of the largest metropolitan municipality in urgent applications.
- Assisted in providing general advice and opinions to municipalities and municipal councils on relevant legislation.
- Part of team that successfully represented a regulatory body in the Constitutional Court in a matter pertaining to the interpretation of section 34 of the Electricity Regulation Act.
- Part of team that successfully represented a state-owned entity defend a multi-million rand claim under a service level agreement.
- Part of team that conducted forensic investigations into a state-owned entity in respect of the process and procedures followed in the appointment, contract management and payments made to certain service providers in order to determine whether these were conducted in line with relevant legislation, policies and procedures.
- Part of team that acted as a secretariat to a regulator appointed independent investigation panel, mandated to investigate racial profiling in the relevant sector.
- Part of team advising a medical scheme implement directives issued by the regulator and managing related litigation.
